Hon. Dappula De Livera

On 10th May 2019 the Hon. Dappula De Livera was appointed by His Excellency the President as the 30th Attorney General of Sri Lanka.

Having obtained his primary and secondary education at St. Joseph’s College, Colombo, and St. Anthony’s College, Kandy, Mr. De Livera was admitted as an Attorney-at-Law of the Supreme Court of Sri Lanka in 1984. In 1985, he joined the Attorney General’s Department as State Counsel.  He was promoted as Senior State Counsel in 1996 and as Deputy Solicitor General in 2005.

Shortly, after his appointment as Additional Solicitor General in 2014, His Excellency the President conferred on Mr. De Livera the honorific President’s Counsel. His promotion to the designation of Senior Additional Solicitor General in 2016 was followed by his appointment as Solicitor General in 2018.

Mr. De Livera has also served as State Counsel of the Attorney General’s Department of the Republic of Seychelles.

Mr. De Livera is a Senior Prosecutor and Appellate Counsel at the Attorney General’s Department serving as the Head of the Department’s Criminal Division.

The Hon. Attorney General’s expertise range from the law relating to Financial Crimes, to Narcotics, Terrorism, Human Trafficking and Money Laundering. He has also served as a Legal Consultant to the Financial Intelligence Unit of the Central Bank and as and the Senior Legal Counsel to a Special Presidential Commission that inquired into the Maintenance of Law and Order in Sri Lanka. Notably, Mr. De Livera was the Chief Prosecutor of the Commission of Inquiry appointed to Investigate and Inquire into and Report on the Issuance of Treasury Bonds (popularly called the “Bond Commission”) Mr. De Livera earned high praise for his role as a fiercely independent prosecutor of the Commission.

Being an officer with a strong academic inclination, Mr. De Livera in 2002 completed the Master of Laws Degree at the prestigious University College London. His academic publications deal with such matters as Money Laundering and Human Trafficking.

He is married and has a son and daughter.
